I just had a stroll here as I was waiting for an appointment and it seemed to have plenty of shops, public toilets and is set in a paved "no driving street" so it is good for kids as well.

Looking good BUT cars? There is no road yet cars drive through an obvious pedestrian walk. If I were the council I wouldn't like the lawsuit.
